Claims and evidence

Each claim should have a definition, accepted evidence and insufficient evidence examples.

The methodology should make the bridge visible between a claim and the material needed to support it.

That includes claim definitions, evidence categories, decision statuses and validity logic.

Issuance and withdrawal

Issuance, suspension, amendment and withdrawal all belong to the method.

A public-record system is stronger when it documents how a record can change over time.
